"A" Frame for Advocacy This publication defines six steps to an effective public policy advocacy effort:
- Analysis,
- Strategy,
- Mobilization,
- Action,
- Evaluation, and
- Continuity.
For each step, the tool offers key questions to be considered or actions to be taken. For example, in the second step, Strategy, one of the key actions is "Establish a working group to develop a strategy and plan activities."

Advocating for Adolescent Reproductive Health in Sub-Saharan Africa The publication provides information and tips for conducting a reproductive health advocacy effort in sub-Saharan Africa. The final chapter, Monitoring and Evaluating Advocacy Efforts, describes three types of evaluations an advocate may want to consider conducting: a process evaluation, an outcome evaluation, and an impact evaluation. The publication includes sample evaluation questions to ask as part of each evaluation. The chapter also includes a section about using evaluation results. Best Practices for Asking Questions about Sexual Orientation on Surveys In 2003 the Ford Foundation began funding a multi-year project that sought to increase the quantity and quality of data on gay, lesbian, and bisexual people, and, by extension, on heterosexual people. Over a five-year period, many researchers participated in the expert panel funded by the grant, thus contributing to the knowledge embodied in this report.

Clinic Consortia: Policy and Advocacy Program Evaluation Many community health centers in California have formed regional consortia and statewide organizations. The California Endowment funded 19 such consortia to strengthen their capacity to support community clinic management, leadership development, policy, and systems integration needs. This paper describes the evaluation results of the program for the years 2001-2003. Community Action Resources for Inuit, Métis and First Nations: Evaluating This kit is a self-help tool for Aboriginal people who want to get a community development project off the ground. The series of six manuals contains information, tips, examples and ready-to-use charts that you can copy and use for yourself or to train others in your community. Evaluating System Change: A Planning Guide This methods brief provides guidance on planning effective evaluations of system change interventions. It begins with a general overview of systems theory and then outlines a three-part process for designing system change evaluations. This three-part process aligns (1) the dynamics of the targeted system or situation, (2) the dynamics of the system change intervention, and (3) the intended purpose(s) and methods of the evaluation.
