"A" Frame for Advocacy This publication defines six steps to an effective public policy advocacy effort:
- Analysis,
- Strategy,
- Mobilization,
- Action,
- Evaluation, and
- Continuity.
For each step, the tool offers key questions to be considered or actions to be taken. For example, in the second step, Strategy, one of the key actions is "Establish a working group to develop a strategy and plan activities."

Measuring Up: HIV-Related Advocacy Evaluation Training Pack Summary
This evaluation training pack is published by the Alliance and the International Council of AIDS Service Organizations (ICASO) and consists of two guides - a guide for facilitators and a guide for learners. They are designed for advocacy and monitoring and evaluation staff of civil society organisations (CSOs) (including networks) that are involved in designing, implementing, and assessing advocacy projects at different levels. The purpose of these guides is to increase users’ capacity to evaluate the progress and results of their advocacy work.

When Will We Ever Learn? This seminal report, which came out in 2006, raised important questions and recommendations for the international development and evaluation sectors. It questioned why, with billions of dollars spent on thousands of programs to improve health, education and other social sector outcomes in the developing world each year, is there little evidence and data to back up development results.
