An Evaluation Approach for an Environmental Think Tank and Advocacy Organization Johanna Morariu described how Innovation Network worked with the Post Carbon Institute to develop an organizational evaluation framework. We developed and fine tuned several assessment areas for think tank evaluation and advocacy evaluation with interview data collected from key informants. Then, in consultation with key staff from the Post Carbon Institute, we created an organizational theory of change. The theory contains information about the organization’s mission; audiences; strategies; focusing events, crises, and windows of opportunity; desired shifts, and impact. Best Practices for Asking Questions to Identify Transgender and Othe r Gender Minority Re spo n d e n t s o n P opu l ati o n-Ba In 2011, the Williams Institute at the UCLA School of Law convened a multi-disciplinary and multi-institutional group of experts to increase population-based data about transgender people and other gender minorities by advancing the development of sex and gender-related measures (i.e., sex assigned at birth, gender identity, gender expression, transgender status) for population-based surveys, with a particular consideration for publicly-funded data collection efforts.

Can we obtain the required rigour without randomisation? Non-governmental organisations (NGOs) operating in the international development sector need credible, reliable feedback on whether their interventions are making a meaningful difference but they struggle with how they can practically access it. Impact evaluation is research and, like all credible research, it takes time, resources, and expertise to do well, and – despite being under increasing pressure – most NGOs are not set up to rigorously evaluate the bulk of their work.

Excel Elbow Grease: How to Fool Excel into Making (Pretty Much) Any Chart You Want In October 2013, Ann K. Emery presented How to fool Excel into making (pretty much) any chart you want at the American Evaluation Association's annual conference in Washington, D.C. She shared four strategies for communicating data more clearly in Excel: 1) Adjust default settings until charts pass the Squint Test; 2) Create two charts in one; 3) Create invisible sections of charts; and 4) Exploit the stock chart types, for example, by making timelines from stacked bar charts or by making dot plots from scatter plots. Small Picture, Big Picture: Using the Framework for Public Policy Advocacy in a Large-Scale Advocacy Campaign We were recently tasked with guiding evaluation for a funder's national advocacy campaign, and had to make sense of advocacy data contained in 110 grants. The Challenge of Assessing Policy and Advocacy Activities The paper is designed to outline an approach to policy change evaluation grounded in the experience of experts and foundation colleagues. (See Appendix A for the research methodology.) This paper first posits three key priorities in evaluating policy change work, drawn from interviews with grantees and staff from The California Endowment on their needs concerning policy change evaluation.
