"Real-life Lessons Learned and Resources in Building Capacity for Advocacy and Policy Evaluation among KIDS COUNT Grantees" The Annie E. Casey Foundation and Organizational Research Services, Inc. recount ten lessons learned from an evaluation of five KIDS COUNT grantees that began in 2007. The evaluation was designed to test some of the ideas presented in "A Guide to Measuring Advocacy and Policy", a report produced by AECF and ORS in 2006. A Dataviz Technique New to aea365 Johanna Morariu describes treemaps, a relatively new data visualization technique, especially to evaluators. The technique was created in the 1990s by Dr. Ben Shneiderman for mapping computer hard drive usage. Treemaps are useful for visualizing hierarchical data, or tree structure data. Area is used to proportionally illustrate differences in values, i.e., how many program participants fall into each of the nested categories. She also shares resources for making your own treemaps. An Evaluation Approach for an Environmental Think Tank and Advocacy Organization Johanna Morariu described how Innovation Network worked with the Post Carbon Institute to develop an organizational evaluation framework. We developed and fine tuned several assessment areas for think tank evaluation and advocacy evaluation with interview data collected from key informants. Then, in consultation with key staff from the Post Carbon Institute, we created an organizational theory of change. The theory contains information about the organization’s mission; audiences; strategies; focusing events, crises, and windows of opportunity; desired shifts, and impact. Assessing and Evaluating Change in Advocacy Fields This white paper aims to bring together emerging ideas about how to assess advocacy fields and evaluate advocacy field building initiatives. Dr. Lynn and other evaluators have developed a core set of dimensions to help organize thinking about these complex advocacy fields, and have begun experimenting with indicators of a strong field, tools for assessing the baseline of a field, and strategies for measuring change in fields. Data and Information Visualization Throughout the Evaluation Life Cycle for Participatory Evaluation and Evaluation Capacity Innovation Network shared approaches and examples of how to incorporate innovative data and information visualization techniques throughout each stage of the evaluation life cycle to support participatory evaluation and build evaluation capacity. In the planning and design phase mind mapping can be used to promote brainstorming and idea generation. In the data collection stage, evaluators can use creative visuals to improve stakeholder understanding of and participation in data collection, and evaluators can adhere to good design principles to create effective data collection instruments.
