2008 Civic Engagement Evaluation Assessment and Recommendations for the Field 2008 was a historic year for civic participation in the United States. The Funders’ Committee for Civic Participation (FCCP) brings together grantmakers committed to enhancing democratic participation in all aspects of civic life. Global Program Advocacy Grants: What Do They Tell Us About Evaluating Advocacy? Oxfam America (OA) funds a number of grants that explicitly aim to carry out advocacy work. Looking at thirty grant proposals (ten each from Southern Africa, Southeast Asia, and Central and South America), the author explores the variety of advocacy targets, tactics, expected outcomes, and proposed monitoring and evaluation methodologies. Mission Possible: Evaluating Advocacy Grants This article discusses the George Gund Foundation’s efforts in persuading the Ohio state legislature to create a trust fund to support low-income needs. It highlights benefits of advocacy, specifically capturing and leveraging public resources to further policy goals. The Challenge of Assessing Policy and Advocacy Activities The paper is designed to outline an approach to policy change evaluation grounded in the experience of experts and foundation colleagues. (See Appendix A for the research methodology.) This paper first posits three key priorities in evaluating policy change work, drawn from interviews with grantees and staff from The California Endowment on their needs concerning policy change evaluation. It also discusses the challenges inherent in monitoring and assessing these types of grants.
